Juliet Pries said she spent two years navigating San Francisco’s web of regulations and permits to get her ice cream parlor off the ground. Perhaps to alleviate cases such as hers, the city is set to consider an ordinance to streamline the process for opening a business. “The city has had the reputation of being a difficult place, and a hostile place, to do business,” said Mark Farrell, a city supervisor.
